Secondly it operated to discourage constitutional government in Europe. Thirdly, it was a settlement characterised by a cynical disregard for the interest of the small States by the Great Powers who dominated the Congress. Lastly, the settlement produced at Vienna failed to survive- a measure of its failure to solve the problems of Europe. By the treaty Germany remained, like Italy, "a geographical expression".
